This presentation will review the dilemma of students who struggle with regular school attendance. We will provide information about the connections between school attendance concerns and various disabilities and how to use special education and disability rights laws to identify and secure appropriate services and placements for such students. We will also address how to challenge truancy proceedings when school refusal is disability-related and will discuss compensatory services as a remedy when school districts fail to provide FAPE to students exhibiting school refusal. We have created a toolkit for attorneys representing these students.
