Amy Halpert
Founder
Skybound Learning & COPAA Member
Amy Halpert is the founder of Skybound Learning, where she offers instructional needs and comprehensive reading evaluations in addition to other consultative literacy services and speaking engagements on topics aligned with the science of reading and dyslexia. Amy is a certified elementary and special education teacher (1-6) in New York State, an Adjunct Professor in the Literacy and English Education Department at Manhattanville College, and in the Literacy Department of the College of Education and Human Development at Sacred Heart University. She is an Certified-Level Orton-Gillingham Practitioner through the Academy of Orton-Gillingham (OGA) and a certified Structured Literacy/ Dyslexia Specialist through the International Dyslexia Association (IDA). Amy has training in Lindamood-Bell’s Visualizing & Verbalizing Program for Cognitive Development, Comprehension and Thinking (V/V), and Lindamood-Bell’s Phoneme Sequencing Program for Reading, Spelling and Speech (LiPS). She has training in Judith Hochman’s writing program (The Writing Revolution), Preventing Academic Failure Multisensory Reading Instruction (PAF) and literacy assessment.
In addition to providing private tutorial services, literacy assessment and consultative services, Amy has extensive training in special education law and advocacy through William and Mary’s Institute for Special Education Law and Advocacy, and the Council of Parent Attorneys and Advocates (COPAA). She holds a J.D. from Georgetown University Law Center and a Master of Science in Foreign Service from Georgetown University. Amy is a Connecticut Surrogate Parent who represents students with no identifiable parent or guardian in special education matters. Prior to her engagement in the field of education, Amy practiced corporate law in New York City.
Amy is the parent of four children with very different learning profiles, who have inspired her interest and deep engagement in the field of education.
Deborah Campbell

Deborah Campbell, Ph.D., CCC-SLP, is a Licensed and Certified Speech/Language Pathologist, Certified Dyslexia Testing and Treatment Specialist and Special Education Advocate. Dr. Campbell is the owner and president of Superior Therapy, with offices in Crystal River and Brooksville. Her knowledge and passion for special education advocacy comes from both her personal and professional experiences with special needs children and adults with disabilities. Dr. Campbell is a graduate of the William and Mary Law Institute of Special Education Advocacy training program.
Dr. Campbell is a native Floridian. She grew up in Margate, Florida, attended undergraduate and then graduate school at the University of Central Florida in Orlando. She completed her doctoral work at the University of South Florida with her research focusing on literacy, language and telehealth. Dr. Campbell is married with two children and currently resides in Citrus County, Florida. She has been an SLP for over 29 years and has extensive credentials in her field. In 2021, she was awarded Florida’s “Clinician of the Year” from the Florida Association of Speech-Language and Hearing Association.
Deborah is a member of the American Speech-Language Hearing Association (ASHA), Florida Speech-Language Hearing Association (FLASHA) (and is co-chair of the Florida Medicaid committee), International Dyslexia Association (including the Florida branch) (IDA), Counsel of Parent Attorneys and Advocates (COPAA), Professional Membership/Certifier: Learning Alley (previously Recording for the Blind and Dyslexic (RFBD).
Deborah is passionate in her advocacy for children with disabilities in the public school system and works tirelessly to ensure that they receive the educational support that they need.
Melissa Farrall

Melissa Farrall, Ph.D., Program Manager for Evaluation, is the author of Reading Assessment: Linking Language, Literacy, and Cognition, and the co-author of All About Tests & Assessments published by Wrightslaw. Dr. Farrall is Clinical Assistant Professor in the Department of Neurological Sciences at University of Vermont College of Medicine. She presents nationally on topics related to assessment, learning disabilities, dyslexia, dysgraphia and intellectual functioning. She has performed nearly 1,000 diagnostic evaluations of children and adolescents.
After earning her doctorate from Brown University in the area of Slavic Linguistics, Dr. Farrall received her Master of Education from Rivier University, where she specialized in learning disabilities.
Dr. Farrall worked as a learning disability specialist in New Hampshire public schools for several years. In 1999 she became a certified Specialist in the Assessment of Intellectual Functioning, focusing on the link between reading and oral language. She taught courses in the structure of language and assessment at Simmons College in Boston and at Rivier University in Nashua, NH. She has worked with the International Dyslexia Association at both the national and branch levels, and she serves as a reviewer for conference speakers. Prior to joining the Stern Center, Dr. Farrall worked as an educational consultant for St. Joseph Hospital in Nashua, NH.
